The Story of The Library Lady Lawyer

Prologue: Brains + Beauty + Books + Law
Long before she stood in courtrooms or founded Betwixt & Between Law, PLLC, Ms. Jessica Rochell White was known throughout her rural Florida hometown as “The Library Lady.” A familiar presence at the Wildwood Public Library even before she officially served as its Assistant Librarian and Acting Head Librarian, she was recognized for her intellect, warmth, and an insatiable love for reading. Today, she brings that same lifelong devotion to knowledge, thorough research, and client empowerment to the practice of law.
Chapter I — The Foundation: Curiousity, Discipline & Public Service
The daughter of a U.S. Marine Corps family, Jessica lived abroad as a child and began her education in Jamaica under the traditional British house and form system. Returning to the United States, she accelerated her studies, skipped a grade, dual-enrolled during high school, and graduated as the youngest student in her AP and Honors cohort. Her early commitment to youth leadership, community advocacy, and academic excellence through 4-H, Teen Court, Key Club, Jr. Rotary Club, BETA Club and reading mentorship programs earned her numerous distinctions, including the Bright Futures Scholarship, Dr. Martin Luther King Jr. Scholarship, and Florida 4-H / University of Florida IFAS Scholarship.
Jessica balanced concurrent roles across library services, retail, and public communications while serving as a Driver License Examiner for the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) in Orlando. Despite demanding career commitments, she earned an Associate of Arts in Mass Communication (magna cum laude) from Lake-Sumter State College, followed by a Bachelor of Arts in Advertising & Public Relations and Sociology (magna cum laude) from the University of Central Florida, earning consistent placement on the College of Sciences Dean’s List.
Her investigative acumen and analytical rigor led to a promotion as a Hearing Officer and Administrative Law Judge with the FLHSMV Bureau of Administrative Reviews in Melbourne, Florida. While presiding over contested administrative hearings, reviewing evidence, and issuing rulings on license suspensions and revocations (including DUI, reckless driving, Chapter 893 drug charges, and point suspensions), Jessica received advanced legal training from federal judges and became an active member of the National Association of Hearing Officers (NAHO).
Noticing her sharp legal instincts from behind the bench, the local practicing attorneys appearing before her urged her to attend law school—with the first Black attorney she had ever met stepping forward to author her formal recommendation.
Chapter II — The Advocacy: Law Enforcement by Day, Law School by Night
Driven to deepen her advocacy, Jessica sat for the LSAT while serving as a Regulary Specialist in the Tax, Tag, and Title Division of the Sumter County Tax Collector's Office. Shortly thereafter, she joined the Florida Department of Corrections as a Felony Probation and Parole Officer. Just three days into her law enforcement career, she was accepted into Stetson University College of Law and awarded an academic merit scholarship.
Completing her law school orientation during law enforcement boot camp, Officer White received her first active felony probation caseload on her very first day of law school classes. For years, she maintained a grueling routine: serving as a full-time state law enforcement officer by day, nights, weekends, holidays and hurricanes, and commuting 6-hours multiple nights a week from Melbourne to Tampa and Gulfport as an evening law student.
At Stetson Law, Jessica excelled as an advocate, competing on the nationally recognized Stetson Law Trial Team and being inducted into the Phi Delta Phi International Legal Honors Society. She served as a Certified Legal Intern in the Stetson Law Prosecution Clinic, participated in the Jacob-Alterbernd Inn of Court, volunteered with the United Way VITA tax assistance program, and supported legal clinics in family and immigration law. Her legal studies also took her abroad, studying criminal law, comparative tax, and family law in Oxford, England, and George Town, Grand Cayman.
In a landmark milestone, Jessica was admitted to the Florida Bar on her birthday in 2022—sworn in by the very attorney-turned-circuit judge who wrote her law school recommendation. She proudly stands as the first attorney in her family, paving the way for future generations.
Chapter III — No Chapter Left Unread: A Modern Legal Practice
Today, Attorney Jessica White serves as the founder and managing partner of Betwixt & Between Law, PLLC, practicing across Florida and admitted to the District of Columbia Bar. As The Library Lady Lawyer, her mission is clear: to demystify complex legal systems and ensure no client feels lost between the lines of the law.
Her practice focuses on Estate Planning, Business Law, Contracts (including Pre- and Post-Nuptial Agreements), Probation Modifications & Early Termination, and Post-Conviction Advocacy. In addition to core transactional and appellate matters, Attorney White provides unmatched "insider" advice in administrative driver license suspension hearings, medical review boards, hardship licenses, business-purposes-only (BPO) licenses, and Florida Department of Corrections probation procedures—leveraging over a decade of direct government and regulatory experience.
Jessica understands that the law is rarely simple or black-and-white. It demands clear communication, genuine compassion, and creative strategy to tip the scales toward justice.

Beyond the Reference Desk
When she is not guiding clients through life's legal transitions, Jessica is an avid equestrian, reader, manga artist, traveler, and console and PC gamer. A competitive rider from an early age, she placed second among 300 competitors in Western Pleasure at the 2001 Florida State 4-H Horse Show alongside her beloved palomino Quarter Horse, Kaspar. She continues to enjoy destination trail riding across Florida, Hawaii, Jamaica, and the Caribbean.
